Rules and Regulations

These regulations are based on the APF Regulations for Australian Philatelic Exhibitions.

Conditions of Participation

Participation in the Exhibition is open to all exhibitors resident in Australia whether they are members of affiliated organisations or not. The exhibitor must be the bona-fide owner of the exhibit. One Frame Exhibits may come from any of the FIP or Australian National competitive classes, except the Literature Class. One Frame Exhibits will be classified and judged in their respective FIP or National class. The judging is based on the regulations of their respective classes and their Guidelines. Each entry must be entered in the correct class. Non-competitive entries will be by invitation of the Committee only.

Youth entries will be judged in three age groups: up to 15 years old, 16 to 18 years old and 19 to 21 years old. The age of youth exhibitors is that attained on 1 January 2026.

Applications

† Applications from exhibitors will only be accepted on the official online entry form at https:// and within the appointed time.

† A draft of the title page of the exhibit MUST accompany each entry form.

The closing date for entries is Monday 7 September 2026.

†    All philatelic exhibits must be mounted on white or light-coloured sheets.

†    Each exhibit page must be within the range of 21cm to 24cm width and a MAXIMUM of 28.5cm in height including the protector. Sheets double the maximum width or square sheets equalling 3 to a row may be used but must fit within the 16-sheet frame layout so that they sit completely within one row and do not span two rows – see diagram below for row and sheet layout used in frames. Double-width sheets count as two sheets and their position in the frame must be clearly indicated on the back of the sheet (e.g. “This sheet = sheets 6&7”). Three square sheets count as 4 single sheets.

† Sheets for each exhibit must bear the name and address of the exhibitor on the reverse of each sheet and be numbered consecutively in the order that they are to be mounted.

† The frames used for this exhibition will be 16 standard size sheets arranged in four rows of four as per below diagram.

Entry fees

The frame fee of $65 per frame, return postage (where applicable) and any donation must accompany the entry form. Please deposit funds to: Bendigo Bank BSB: 633000, Account: 227293123

Delivery of exhibits

After paying the entry fee and being notified of acceptance, the exhibitor will receive a label to be printed and affixed to the envelope for each frame. Each exhibit sheet should be placed in a lightweight transparent sheet protector, with one side open. The transparent protector dimensions must not exceed the exhibition sheet dimensions by more than 1cm all round. Sheets received without protectors will not be accepted. Certificates of expertisation (where applicable) shall be placed on the reverse of the relevant sheet inside the sheet protector.

†    There are no formal commissioners for One-frame exhibitions. The Exhibition Secretary will endeavour to arrange for someone from each State to carry exhibits on behalf of other exhibitors where required. This informal arrangement will depend on the availability of volunteers, and it is the responsibility of the exhibitor to get the exhibit to the local volunteer if such volunteers are viable, otherwise exhibitors make their own arrangements to transmit their exhibits to the Exhibition and return.

Collection of Exhibits

Exhibits will be available for personal collection not before 5:00 PM on Sun 8 November 2026. If you require earlier collection, you must advise us prior to the Exhibition. The Town Hall closes at 6:00 PM on Sunday 8 Nov.

Plan of the exhibit

All exhibits should have an introductory page or plan to indicate what is being shown and give guidance to the viewer, including areas of special interest.

Security and insurance

The Organisers will take all reasonable care of the exhibits with which it has been entrusted. However, it declines all responsibility in case of loss, theft, r damage during conveyance to/from the Exhibition or at the Exhibition. Exhibitors are advised to arrange adequate insurance for their exhibits.

Mounting of exhibits

Upon receiving the exhibit, the Organising Committee will issue a receipt, which must be produced after the Exhibition to enable return of the exhibit. All exhibits will be mounted and removed from the frames in accordance with instructions given by the person in charge of the Bin Room. Personal mounting and removal can only be done with the express permission of the person in charge of the Bin Room and according to his/her directions.

For the duration of the Exhibition, no exhibit may be either modified or withdrawn. No exhibit will be released after the exhibition until all exhibits have been removed from the frames and subsequently checked by the person in charge of the Bin Room.

Exclusions

The Jury shall penalise exhibits containing forgeries or reproductions not so described.

Exhibitors are reminded that the rules of the APF stipulate that once the Organising Committee accepts an application form, it is the responsibility of the exhibitor to produce the exhibit. Failure to give notice or produce the entry is subject to penalty by the APF and in either case the entry fees will not be returned.

Awards

The Organising Committee will place for disposal by the Jury a number of Special Awards and medals according to the points achieved:

55-59 Bronze	60-64 Silver Bronze	65-69 Silver		70-74 Large Silver
75-79 Vermeil	80-84 Large Vermeil	85-89 Gold		90-100 Large Gold.

Recognition of exhibition regulations:

By signing the on-line application form, the exhibitor is bound by these Regulations for the Victorian Stamp Show 2026.

Amendment of Regulations

The Victorian Philatelic Council Inc. reserves the right, subject to approval of the APF, to amend these Regulations.

Jury

The members of the Jury will be approved by the APF. The decisions of the Jury are final and cannot be contested. Judging will be done at the frames and conducted in accordance with the FIP Special Regulations for Evaluation of Competitive Exhibits. A judge’s critique of exhibits will be held for interested participants, including a brief discussion in front of the frames (time permitting).

Criteria: The judging criteria that will be used by the Jury will be those of the APF.
